Are there limits on what agencies can charge?

In Hong Kong, employment agencies may not charge a job-seeker (the helper) more than 10% of their first month's wage — this is the Code of Practice cap enforced by the Labour Department. HelperDoc charges helpers nothing; our subscription is paid by employers.
